RALEIGH, N.C. --  A three panel judge has ruled in favor of Gov. Roy Cooper to keep two constitutional amendments off the November ballot for now. 

Two of the six constitutional amendments slated to be on the November ballots must come off.

The ruling was handed down Tuesday evening. 

Gov. Cooper's administration argued that legislator's descriptions of the proposals, which voters would see on the ballots, were deceptive and violated a state law requiring them to be fair and non-discriminatory. 

An appeal is expected.
